Glenn graduated from UBC medical school in 1961. He then undertook postgraduate education in internal medicine and cardiology at Oregon Health & Science University from 1964 to 1968. He received his fellowship in internal medicine and cardiology from the Royal
College of Physicians and Surgeons of Canada, became a fellow of the American College of Cardiology, and followed this with an appointment as an assistant professor of medicine at the University of Alberta School of Medicine (1969-1972).

He then moved to Victoria to join Western Cardiology Associates (1972-1994) and became chief of cardiology at Victoria General Hospital (1973-1988).
